As much as I love Budapest, I cannot say this is a friendly place in winter. Winters in Budapest are generally dark and depressing and, although heavy snows are rare, freezing rain can happen from time to time. The locals don't take much precautions and the roads can be dangerously slippery in winter. It doesn't make the city worse or uglier, but you lose some of the spring or summer charm.
