I stayed at the Martos Hostel, I don't know if it was the cheapest, but surely it was among the real cheap ones in Budapest. I payed 16 euros and the conditions were as good as in other more expensive hotels in Prague. The only downside is that the cheapest rooms have shared showers and toilets. It's on Sztoczek street, I know because I still have the receipt, but I don't remember anymore where exactly was that.
